I am Collegiate Associate Professor in Public Policy at the Instituto Tecnológico Autónomo de México and Associated Researcher at the Centre of Mexican Studies, University of Oxford. I specialize in the study of executive government, public sector reform, autonomous agencies and the effects of politics in policy outcomes. I also possess extensive high-level experience in policy design, implementation and evaluation, as I have been advisor in public policy to three deputy ministers at the central government in Mexico and have overseen several federal programs, including the second largest welfare program at the federal government. My latest book, The Politics of Agency Design: Political Struggles and the Forging of Autonomous Government Agencies (Palgrave- Macmillan, 2011) gives a general account of how to understand bureaucratic autonomy and what shapes it, focusing on the political struggles during the forging of government agencies. I was awarded the Gabino Barreda Medal in Political Science by the National Autonomous University of Mexico.
